Working fine here since miui 7. Block a browser and then try to access the Internet. You have to block wifi too if you use a wifi.

I want to block a particular app from accessing Internet cos it always shows ads every time but it didn't work

If you want to block an app from accessing the Internet, I'm afraid that's the only way miui has been designed to do it and it works. Block your browser or another app and then try to connect to Internet
