55% of Nigeria’s VAT is collected in Lagos State. 20% in FCT, 6% in Rivers, 5% in Kano, 1% in Kaduna”.

That's where you get it wrong. How much is generated in Lagos as a result of the ports in Lagos and who do the bulk of importation there?
