That's where you get it wrong. How much is generated in Lagos as a result of the ports in Lagos and who do the bulk of importation there? Retailing serves the local populace and retailers are small players in thebscheme of things. Lagos is the trading hub for West Africa and when I tell you Igbo commerce contributes a lot to Lagos I don't include those retailers in my calculation. Lagos generated a total of 436 billion naira in 2016. The total oil money allocation to Lagos for the whole of 2016 was 178 billion naira. 436 - 178 (billion) = 258 billion.
