...this is a mere academic exercise and a large conduit pipe for stealing of public fund. No accountability, no monitoring and feedback mechanism to ascertain the actual and what those funds were used for. |

Before Gowon tampered with Nigeria's economic system, the governor of every region controlled the natural resources @ it's disposal n paid back 30% to FG n kept 70% to run their regions.
