Its tank 7 because it can only supply water to tanks 10 & 11 after it is filled up. Tank 2. & 1 will only get filled up after the other tanks are full

It's "Tank 11". Until "Tank 10" and "Tank 11" are filled, "Tank 7" wouldn't get filled.

Its tank 7 because it can only supply water to tanks 10 & 11 after it is filled up. Tank 2. & 1 will only get filled up after the other tanks are full

Number 1 can't get full unless 3 is full. 3 can't get full unless 7 is full. 7 can't get full unless 10 is full. 10 cant get full unless 11 is full. So 11 is the first to get full.
