They are one and the same. It used to be 'FIFA World Player of the Year' award because it was given to males only and women were sidelined from the award. It changed to Ballon d'Or to accommodate a similar prize for the women, hence, 'The FIFA Best Men's player award'. It remains the same till date even though a change of name occurred.
