See illiterates that don't know the meaning of Budget, they think because Cross-River is presenting 1.3 trillion naira budget makes them richer than Lagos. He won't even have 50% of that money to finance it's budget.

Lagos makes at least half of the budget they proposed with the fact they are investor friendly they can easily get loans to finance it or simply increase they tax collection to accommodate the increase. But where will cross river get its money from, I doubt if World Bank can even loan them 500billion naira. How many people and companies is in Cross River for them to generate good IGR?[/s]
