Doesn't work like that, external reserves are there in case of economic emergency like recession. Ours depleted because CBN kept using it to intervene in forex to keep naira strong.

Your foreign reserve is basically your foreign investment funds guarantee in pragmatic terms, it doesn't function as it sounds.

The ECA is supposedly under the full control of the president (though NASS are in the process of scrapping it) the president can use it for anything, but for some reason I don't know it's always been dormant even during the past administration which get me thinking maybe there are restrictions.

Not correct, read section 162 of your constitution.

FORCE COMMANDER MULTINATIONAL JOINT TASK FORCE PAID OPERATIONAL VISIT TO G5 SAHEL

The Force Commander (FC) Multinational Joint Task Force (MNJTF) Major General Lucky Irabor paid a two day visit to the Headquarters G5 Sahel, Sevare, Mali from 4th-5th December 2017.

On arrival at the Mopti Ambodedjo International Airport, Sevare, the FC and entourage proceeded to the G5 Headquarters where he was received by the FC G5 Sahel, Major General Didier Dacko.

In his remarks, General Irabor appreciated the warm reception accorded to him. He used the forum to inform the FC G5 Sahel of the purpose of his visit to the Force Headquarters, which according to him was to synergise, exchange notes, share information/intelligence and encourage one another towards achieving a common goal. He stated that the G5 Sahel was created on a good and solid foundation. He reiterated the need to remain focused, resolute, maintain closer relationship and share ideas in order to fight terrorism and related criminality in the region.

In his welcome remarks, the FC G5 Sahel, welcome General Irabor and his team to the Headquarters. He stated that both forces have a lot in common, which according to General Dacko, include fighting terrorist activities, illegal migration and trafficking in persons, proliferation of arms and light weapons amongst others. He also assured the forum that the G5 Sahel is willing to exchange intelligence and draw inspiration from MNJTF which according to him have recorded huge success since its operationalization a couple of years ago.

The visit witnessed a detailed presentation on the current security situation in the Area of Operation (AoO), deployment, achievements, and future prospect.

General Irabor was accompanied to the visit by some Chiefs of Cells in MNJTF from Benin, Chad, Cameroon, Niger, Nigeria, and some members of the Centre for Coordination and Liaison (CCL), Operation BARKANE.

In view of the importance of the visit, you are please requested to inform the public.

The Theatre Commander, Operation Lafiya Dole, Attahiru Ibrahim, has been removed from that position.

He certainly sounds like Minister of finance grin Which is why I am asking for enlightenment. Because according to the Senate, they are scrapping the Excess crude account because "it's unconstitutional for the president to have an unchecked access". That's exactly what they said. But if he says it's wrong, then I believe him because this will not the first time NASS has made a total joke of themselves.

Excess crude revenue account is an account of the fg, that temporarily houses the differential between senate oil benchmark and its true market value. section 162 forbids the fg from neither keeping it to itself nor appropriate it for her use. same with everyother earnings of the FG.
Foreign reserve is a component of the federation account used to be called stabilization funds (i have no clue what they call it lately) usually saved abroad presumed to represent a contingency fund, in practice it usually guarantees foreign direct investments.

NASS is not wrong, except previous responsible administrations that held the account on trust, the penultimate abused that trust reason we had it rough in recession.
What the Nass is saying isn't new, they are only asking for section 162 to be respected thats all. Not in our interest though because it means the funds will be ploughed back into the federation account where State governors like Okorocha will use his share to mould statues

Now, did you purposely leave my question about African NCO corps unanswered?
Completely forgot about it, my apologies.
Here goes: it's a mixed picture. My impressions are informed by the continental/AU Exercise Amani II and various UN deployments.
Generally, the best NCO corps is to be found in Anglophone countries. They're far more empowered and trusted to use their experience to take the initiative and lead the troops, unlike their Francophone and North African counterparts.
Again, these are just my personal impressions. The Francophone and N. African officers seem to me a brittle lot who, for whatever reasons, don't fully utilise their NCOs and mainly see them as a conduit to transmit orders down.

Even with the Anglophone countries though, it's an uneven picture. For example in the DRC, Ghanaian officers thought SA NCOs had "too much power". Just couldn't understand our argument that a freshly-minted LT won't last long if he/she disregards the Sergeant with loads of experience. The common retort was, "I didn't go to the Academy for nothing."

It's a really good question which has made me think. cheesy cheesy cheesy

As a casual observer, I feel he did well. Himself and Maj Gen Lamidi Adeosun were outstanding field commanders of the whole Boko Haram war. No wonder they exchanged batons at the MNJTF. I also think the Rann bombing incident was a bad blot that was "unpardonable" for PR reasons.

Am not so sure the equipment that's inside but i suspect I.E.D, jammers, and robots that can detect and detonate I.E.D.

Such equipment where handed over to the NPF a few months ago by the US ambassador to Nigeria.
