In actual fact, both exist at sametime. Human beings are constantly migrating in search of greener pastures. That was why states where created to force us to settle on a particular land permanently. State of origin is stupid concept anyway. We should just focus on residence just like United States. Example if you move to Texas newly you will pay out of state tuition fee for university. After living her 12 months you qualify for instate tuition just like every other Texan. (Just do it before registration)
