I wooed her, and she said nothing - didn't say 'yes' or 'no'. She responded to other things I said that were not about love. Then I ignored her.

Today, she was the first person to wish me happy birthday. What can I deduce from this?

You want to hear the truth? she was shocked you could say those things to her. She sees you as a very good friend and not a potential boyfriend. Her birthday message would further buttress my point if you had stated the words she used.

That was too official with no atom of romance. It doesn't even look like you guys are close in the slightest bit. I don't know your present relationship with her so I can't advice you directly.

Now let me give you this tip. Do not ask any lady out until you have built up a connection or there are evident signs of green light from her to avoid the pain of rejection. Again don't you ever ask a girl out via chats, it depicts weaknesses.

Way forward? Meet her face to face and have a conversation with her. It could be in form of a date. Have fun and make sure she does same, be sarcastic and flirty in your words, make sure you leave her with a good impression of you. I think this would do for a start.
