The restriction on Nigerian PayPal withdrawal is not yet lifted so you can't withdraw funds from it. You can only make payments. To bypass this issue, you need a verified US PayPal account so you can pay and also withdraw.

Access Bank is the best and cheaper than its counterparts. That's what I use on my PayPal.

The eBay seller would ship to the US address on your eBay account. To get a US address, you can contact Infinitikoncept on nairaland, he ships from US to naija.

Payoneer will be accepted but as at time you want to add to paypal make sure you have funds in your card
