On Embassy's site, they requested for "statement of account " for opening of Deutsche bank. Does this mean I have to show that I have the amount of money needed to fund. ( How then are others able to open without the complete amount?)
note: I can't use fintiba (age)
and I still don't have the 9000E.

The certification of a thing depends on what your school is asking .

If they ask you to certify your documents at a notary public or at the German embassy, then you don't have to ask any further questions about that again as it is clear on what they want. But if they only ask for certification with no further strings attached, I think a federal or state high court is okay for that.

Just follow the instruction(s) your school gives on certification

Really. Fintiba has no age restrictions as at last year. Can't say about this year. People in their late twenties and thirties use Fintiba. Except they made that adjustment from 2018

Yes.

You can switch school until third semester.

After third semester it becomes complicated.

Anytime you change school, your resident permit need to be changed.

After third semester if u plan to change school, please consult your prospective city auslandebehorde first before your leave your current university.
