First and foremost, it should be "at what age does one stop growing"

Probably 16, but sometimes 18. Then the muscle starts to develop fully.

For girls 14 to 15 yrs

For guys a 16 to 18.

Anything 20 and above, no more growth. Only the muscles get developed

Some times a person will begin to grow into their adulthood due to malnutrition as a child. So, if your body didn't develop properly in childhood, your body is making up for it now.
