You already been given solution, why the question again? Last month, some had similar issue. Go and give your reasons, and you can be rescheduled for another day if it won't be possible for them to interview you on that Monday. Hope the answer helps!

MS or PhD? Most of my answers here are related to that of the MSc applicant.
1. Formal
2. They are all OK, but remember a folder may be considered more presentable than a clear bag.
3. Basically questions from your SOP; Intended career? Relevance of your proposed research to Nigeria's oil and gas industry and your intended career. Depending on the panel, you would be asked some technical questions from your SOP. Have a detailed understanding of your SOP .
4. Composure and Confidence are key. It's just for a few minutes say about 10 mins. Panels vary, so be prepared for any eventuality. Be open minded!!! Carry as many awards or publications as you have to the interview.

PTDF had contacted some guys recommended for Germany because they were asked to register on daad which is the Exchange students portal to Germany.
Waiting for China and France nominees. The reason why the Germany candidates were contacted now is for them to register on daad, for the china, PTDF recommends candidates to China Scholarship Committee CSC to be reviewed by CSC.

This is useful info from one of the chinese universities PTDF listed on F/G/C application portal.

Approval and Notification

a. Recommended application documents from dispatching authorities will be reviewed by CSC. The applications will be regarded as invalid if the application documents fail to meet the requirements or the applicants are ineligible.

b. Qualified applications will be forwarded directly to .....china university.....for recruitment. CSC reserves the right to make necessary adjustments on the university options, specialties, program categories and duration of study.

c. Scholarship applicants accepted by Chinese universities will be officially awarded the Chinese Government Scholarship with the approval from CSC. Each applicant can only be granted one scholarship program.

e. CSC will send, before July 31st, the List of Scholarship Winners, Admission Letter and Visa Application Form for Study in China (JW201) to the Chinese Embassy (Consulate General), who will forward the documents to the dispatching authorities for overseas study or the scholarship winners.

f. Students are not permitted, in general, to apply to change their specialties, host universities or the duration of study as specified in the Admission Letter once they agree to accept the scholarship.

g. If applicants fail to register before the deadline for registration, their scholarship will not be reserved.

I chose Germany as my third choice (china 1st...) but on the interview date, we were asked write our preferred MSc option at the top of our SOP.

Now, I want to ask which be considered. Are expected to make a separate application to CSC or DAAD? Or until PTDF contacts for next step?

You have to wait for PTDF contact, csc does not accept individual application . During the interview , they must have recommended/not recommended you either your SOP carried the county or not, But definitely, your SOP should state your proposed PG source either u state the university or not.
As long the interviewer recommended you, and the partnering country offers you the chance, u are good to go.
The whole show may be towards ending of July.
