He ordered the ministry of finance to release N5billion for the project. He should have put in place mechanism to ensure that the program was fully delivered and implemented as approved.

I agree with u to an extent. Jonathan lost his ethical compass and threw the country to the dogs and sadly no govt institutions like effcc cud curtail the excesses. Buhari came in to stop all that bt has very bad policies that's making the suffering greater than it shud be even with after effects of Gej misappropriations. The middle ground government seems to be obj were corruption existed with good policies and sense of responsibility. As much as people hate Obj.

As far as I know, these stoves has been allocated for each of the federation. Each state has the responsbility of ensuring logistics of their share to their state.
