According to the robbers, even the guns they used for the robbery were sourced recently through the dismissed police officer, the guns were not linked to any election. In Nigeria there is what we call traditional ruler. This existed even before democracy and the constitution recognize their role in the country.

I am not so sure about Emirs arming their guards but I will assume this is the case according to your writeup. An Emir arming their guards is not a criminal offense as it could be proven that this has always been one of their traditional functions even before the existence of Nigeria as a country. No policeman nor the presidency can claim not to be aware that Emirs have been arming their guards with dane gun all these years. So if a guard is caught robbing with the gun an emir has no case unless it can be proven that he sent them to do it.

But Saraki despite been the number three citizen will be guilty of a criminal offense if caught arming a civilian with gun as he has no traditional nor constitutional right to perform such act. The reason for arming them will be another case for the court to decide.
