Quite sure there is a law against that in Uganda and the America you mentioned.
She isn't charged for fingering or "cucumbering" herself. She isn't even charged for making a video of it. Broadcasting it on social media is where the problem lies.
If you think back, you should remember that lots of people have had their sex videos leaked over the internet as an act of vengeance. They didn't get charged because it wasn't intentional on their part. But the person who leaked it got into trouble.

What she did wrong was broadcasting it. In advanced counties, you can be charged for airing explicit content without the requisite permit. Else, you do it anonymously using VPNs.
