Not mandatory, though advisable. When you get ITA you'll have ONLY 60 days to gather ALL your documents for submission, hence having them already is wiser. Meanwhile, you could get international passports within a week or two, depending on your location. Before you go for the international passports, I'd recommend asking here first; for now, you could get it done WITHIN a week or two in Osogbo.

I have contacts but I will not be giving you because your welfare is my concern. Lagos passport offices are very unreliable, Ikoyi especially can be a nightmare. Even the officers themselves cannot confidently hit their chest and give you a sure collection date.

I strongly recommend you look for a contact at Abeokuta passport office. You'll be getting it same day or the next.
