Their FESTAC office is frustrating me because I refuse to give anybody money. My file is to go for confirmation before capturing but no one is willing to take it their and they will not allow me to go there either.

Will appreciate if you can post their Abuja head offfice complaint number here.

At Ikeja passport office. A tweet i sent over two weeks ago have not been responded to on their tweeter handle till now. I just pitied those guys at the servicom desk

You don't need birth certificate and state of origin certificate.
Go with passport photographs in addition to the expired passport and the acknowledgement slip and the printed form.

I was able to complete all level and processes involved. from DFU to enrolment and we did capturing same day for my four siblings.

it just that its a bit of a stress but it was successful.

The little hitch is that we were give 26th of October as collection date and I heard someone saying if we do not bribe them at the servicom that our files will just be laying there and it won't be attended to.

I wish you can advice on this as I naturally think it shouldn't even take up to that three weeks before we can collect. Please advise.

Officially, your passport should be out 72 hours after capturing. What I did in my case was to send a message to the twitter handle after about a week asking about the status of my passport since it should be out after 72 hours. I provided the details of my application. Shortly after that, I got a call from the PRO of the office where I submitted telling me to come the following day for collection. You may try this as well.
