The easiest way to reach out to the EFCC at a higher administrative level (less open to bribery and will force lower ranked agents to also not take bribes) is to reach out to their Twitter handle, but before that, I advice you get concrete evidence of Cybercrime (video recording of their acts or indicting audio recording of conversations between them) as proof before reaching out to the EFCC. Also, if possible, do so anonymously to avoid putting yourself in an endangered position. Cheers and send those rogues to jail.

You already reported to your landlord and as he apparently is unable to do anything, something must give so you retain your peace of mind and SAFETY. Wait out your rent, once it expires, move out.
