I can't say much about the other charges, but the post office handling charge should NEVER be more than 1050 for a phone. It is usually charged at 500 naira if the phone arrives WITHOUT custom duties. They slap 1,050 naira on it if customs add charges.

So I think that post office person wanted you to cover the cost for lunch for that day

One thing I will say is ALWAYS insist on collecting your receipt even if post office charge you 100 naira. It forces them to be careful just in case there is an audit.
