Corruption can't disappear in 20yrs. Read the history of advanced countries. The gap between the "upper class" and "lower class or masses" is very wide.

If the middle class start to emerge, more people are lifted out of poverty and institutions are strengthened. With time, the institutions with good political will, will fight corruption naturally.
