Your president is not a super average citizen. He's a general with alot of administrative experiences/ex jobs married to an industrious wife with affluence. Both of them can afford it just as most bank managers, top level administrators and entrepreneurs can.

I know people even from average homes studying abroad.

Who told you he can't afford the form? He simply said he doesn't have 48m to buy form. He wasn't ready to spend such on a form since it's a service, why should he spend such when he's not going there to enrich himself? Fear those using their monies to buy political forms and campaign.
