The plan does not make any sense. Does Atiku not live in Nigeria? He is considering mass devolution when many states cannot even pay salaries or provide infrastructures.

As per Goodluck Jonathan, we all know why he did not implement even a minute portion of the Confab report. He thought he would be reelected. I am sure that if he had got reelected, he would have simply put the report in the National Archive.

If he was sincere, he would have begun implementing some aspects of it rather than gunning for a full implementation to fool people like you into reelecting him.
