Truly God does not look at the outward appearance of a man, what He really looks at is the state of the heart. That is what endears Him to any man. But what appearance are we really looking at here? Is it the appearance of how one dresses which is the popular interpretation of the above phrase? Surely not. God told Samuel "...Look not on his countenance, or on the height of his stature...for man looks on the outward appearance, but the Lord looks on the heart" (1 Sam 16:7).
When Samuel saw Eliab, Jesse's first son, he wanted to anoint him as king because of his physical qualities; how huge and handsome he was. But God made him understood that in choosing someone for anything, He does not look at how handsome, beautiful or ugly, how tall or short, how huge or thin, how poor or rich, how educated or uneducated a person is, but He looks at the heart of such a person. He wasn't referring to how Eliab was dressed.
But today, the above verse has been used as an excuse by Christians to dress indecently even in the church, and if you say anything, they will tell you that God doesn't look at the appearance but the heart. But is the heart of such an indecently dressed person pure in the first place? Certainly not. Of course he or she had something negative in mind for dressing that way.
The popular saying that how you are dressed is how you will be addressed also applies to God, He cant see you dressed as a prostitute and call you a saint. And you cant claim your heart is pure because the thoughts of our hearts manifest both in our words and actions, including dressing. However, covering your whole body does not make you a Christian if you don't live the life God expects from you as a Christian.

Modern day congregations allow indecent dressing because they think God only views our hearts and not appearance, forgetting that we are created to glorify God in all we do. Christians nowadays make Jesus their Saviour and not the Lord of their lives. If your appearance doesn't glorify God, then you're living for yourself not for God.

True words. The majority of folks who are guilty of this also usually mention changing times and fashion as justification for their immodest appearance to the fellowship of believers. They willfully forget that the Word of God is unchanging, it is eternal. Passage of time can never alter the message in God's Word. Sadly, there are churches or houses of God that have compromised this standard in exchange for increased membership. Nevertheless, true Christians are known by their actions and by the modesty of their dressing because our dressing either glorifies God or glorifies the devil. Unless you are at the same time countering this saying of God to Samuel his prophet, "man looks on the outward appearance, but the Lord looks on the heart,".

For that saying of God is actually being justified by this saying of man that "the way a man is dressed, is the way he will be addressed", for man judges and addresses people based on the outward appearance and the way they are dressed.

But Jesus said:

Judge not according to the appearance, but judge righteous judgment. John 7:24

So in while in the instance of God and Samuel, it was God telling man the way that He judges, this was Jesus His only begotten telling mankind, that that they should not judge man by the outward appearance or the way that a man is dressed, even as man judges, but that they should judge righteous judgment even as God judges which is based on the heart.

And how to know what is in a man's heart is via his speech, actions, and decisions, for it's out of the abundance of a man's heart that a man talks, walks, and takes decisions.

So God has never judged any man based on the way he dresses with respect to himself, but it's only with respect to his fellow man that makes God to have any consideration for how a man dresses.

I doubt if you really read that verse of the Bible or read my post very well. What I actually wanted to point out is what God meant when He said that He does not look at the outward appearance.
The outward appearance God is referring to here is the physical qualities of a man, just like Samuel wanted to anoint Eliab because of his physical qualities, thinking that this must be God's chosen because of how huge and handsome he was, but God told him that He looks on the heart, not outward or physical qualities. He was by no way referring to dressing or to how Eliab was dressed.
If you think there's nothing wrong with indecent dressing because God is concerned with only our hearts, then check yourself, because even the society condemns it in theory, and morality requires that you dress properly.
A lady dresses up, leaves some part of her cleavage open, with her thighs bare, and a mini skirt that even reveals her undies, and is walking about with it, and even goes to church with it. What is actually on the person's heart? Nothing? Such a person's heart can not be pure for God to look on her heart and say "yes this is my child, she has a clean heart, and that's what I'm after". The only thing she had in her mind for dressing that way is to seduce men to run after her and nothing less. So her thoughts also manifested in her dressing, not just her speech or actions.
