I think it's a bug with the Uber network. Sent them over 10 mails over same issue and they just kept replying same, telling me to repeat same thing over and over again. I stepped into their office once and a customer service guy at the counter there fixed it in a minute. ONE MINUTE!
Something I have been waiting for resolution over the mail for one full week.
So this is what you do, first log into partners.uber.com and check if your profile is active or still onboarding.
You should be able to add your vehicle if it is still onboarding and that's if you have uploaded your vehicle inspection report and it has been accepted.
But if your profile is active already and you cant add vehicle still, kindly visit their office and sort it out.

Your account has been permanently blocked, to say the truth. There's nothing you can do about it.

After 6 months, you try the test again. For now, nothing. You can of course drive for Taxify

He also got somebody to process his license within 2wks. He does 24hrs on, 24hrs off at work. He plans getting a car on rentals.
