Yes, the Suicide Squad team is never stationary neither do they have any permanent member and characters but there are characters that seem like the big deal or simply put actual members of the team and those are Amanda Waller, Deadshot and Harley Quinn.

Deadshot is not just any suicide squad character, he is icon, a frontier and a natural leader of the team so eliminating him at least for now won't be nice, it's just like eliminating Superman or Batman or Wonder Woman, for now, from Justice League, how will that sound?

Deadshot deserves to be in The Suicide Squad. If Will Smith is out as the character, he should be recasted. Recasting in a shared universe is allowed.
BUT
If he isn't yet out, he should be included among The Suicide Squad cast as deadshot. If he is temporary indispose, WB/DC should still try and put in the movie, if that's not possible, fine, they can go on without him but his absence should be explained in the movie and he should be part of future installment of the Suicide Squad franchise.

If they are to go without him, I will suggest they include Bronze Tiger, Black Spider and as some persons rightly pointed, Deathstroke, which isn't a bad idea.
Rick Flair shouldn't be part of it. He isn't a member from the team, he was just there as a watch man. Suicide Squad don't need anybody watching over them, the bomb in their heads will do the job.
Enchantress should be out, we need more characters as villains so introduce more characters as villains besides I'm not a fan of repetition of villains.
Katana should be out. She isn't a villain neither is she an anti hero. Suicide Squad is made of villains and anti heroes, if I'm to add mine, anti villains (if there is anti hero, why can't there be anti villains, just saying). If she is to be part of the team she will be part of it as a watch woman which is not needed because the nano bombs will do the job. So that settles the scores.

My choiced character line up.

1.) Deadshot (if he is to be there) as the leader.
2.) Amanda Waller.
3.) Harley Quinn.
4.) Black Spider.
5.) Deathstroke.
6.) Solomon Grundy.
7.) Killer Frost.
8.) Poison Ivy.
9.) Catwoman.
10.) Bronze Tiger which should be the leader in the absence of Deadshot. Gosh, I fell in love with that character in Suicide Squad: Hell To Pay.

As for Villains, we can go with either:
1.) Brother Blood and his cult.
2.) Furious Five and their minions.
3.) Vandal Savage and his minions.
4.) Professor Pyg and his minions.
5.) Doctor Freeze and his minions.

NOTE: I wanted to include Court Of Owls but I dropped that, let that be for Batman.

The Suicide Squad should include lots of twist which may include betrayals, actions which includes awesome fight scenes and stunts (I trust WB/DC on this, they never disappoint on that), nice plot, Cool CGI's and of course it should be R Rated (sexually explicit, vulgar, brutal and violent) and they should try and tone down on the dark tone a little bit likewise it should he balanced toned rather than been seriously toned.

I'm looking forward to it. I hope it would be great, what am I even saying, of course it will be awesome. DC/WB never disappoint well except for Justice League (What a mess of a movie).

Well that's my two cent. What's you guys take on that.

Don't presume things...

Deathstroke has indeed been part of Task force X for a short time and in a limited series.

But the idea of having Deathstroke isn't to replace Deadshot as defacto leader... it's to add a new dynamic to the team.. a power tussle. conflict, which makes a good plot point....

maybe a twist.... with Deathstroke betraying the team....
Deathstroke is an interesting character and even if he doesn't fit into the squad trait-wise, he's interactions with them, he's scheming and his power sets are what we are interested in.

I for one think it would be a complete waste leaving him out, Reeves clearly has no plans for him and the Legion of Doom story may never see the light of day.... You have the actor, you've established the Character.... Use him.

yeah thats terrible story, As a successful marvel fan , i think DC should not do that in the movie, because even in the comics Geoff Johns is still writing and exploring the concept. but you know DC can be very stupid and put it in the movie
