Eh riding on the success of MCU but they refused producing any superheroine movie. It was after the success of wonder woman that they know they have Captain Marvel and Black Widow (Movie that they should have produced since during the phase one of the MCU, it's now they want to produce it) movie to produce. I don't think so. I think he controls them. Remember the synopsis of the movie says Shazam will battle Dr Siviana and his evil forces not him alone. If Shazam will battle Dr Siviana and his evil forces then that means the evil forces ( which will be the deadly sins by higher probability) will be different and independent demonic creatures controlled by Dr Siviana not possessed by it. As for Dr Siviana having Super powers, that's for the movie to answer but according to some leaked plot lines online (I don't know if they are true), Dr Siviana has been experimenting with magic. @Bolded.
