The difference aren't much except for the obvious S-pen Bluetooth feature on the Note 9 . You can check gsmarena to compare both phones.

We are already in 2019 and note 10 will be out in another 6 months which means note 8 is a very old phone even though it's still going to be better than a lot of low to mid range phones

If you're looking for a device you can use for another 2 to 3 yrs from today, you should bite the bullet and go for note 9 instead of note 8. You can use both for the next 2 to 3 yrs but note 9 will hold up to the newer tech that will be available better than note 8

A Nigerian already received pie update in Nigeria. Check sammobile for his update. Meanwhile, stable s8 update got released in Germany today.
