yes, another numberplate can be assigned to the vehicle.
unlike before where numberplate are attached to vehicles,numberplates are now attached to owners,and as such,when you buy a nigerian used vehicle,you will return the numberplates because it is attached to the previous owner,and you do a change of ownership plus get new numberplate for the vehicle.......

but if you use the vehicle in lagos alone it costs 10k

If I get you right; VIN is no longer in use. As the VIN of the car is still attached to the old plate number, the VIN could still be attached to another plate number while the details of the previous plate number is still tracking on FRSC and state platforms.

If that is the case, that means the old plate number cannot and can no longer be used on another tokunbo vehicle. Am I correct?

U mean from Feb till now u haven't gotten your driver licence? Lol
That officer is lying to you.
If you have no driving school certificate, it will take a month, if you have certificate, they capture you that same day or maximum of three days depending on the office. You will need to start processing another license. Are you in Lagos?

Yes am in Lagos....... the officer gave me a form to fill at his office (unilag) and since then he keep telling me his on it That befor the covid -19 start n till now

I will advice u contact the username below, I think she got a good repution here on driver licence processing. Contact her since u are in lag to process it, I am strongly sure that officer is lying to you. Did mine in Abuja & it took a month, I mean temporary though. Original took 2 months plus.

Application he made in February had not stayed up to 26 working days before covid19 ( pls note that his application may not ve been logged in immediately he applied). This depends on the driving school his contact is using. If they had no space at the time he applied, it will wait till some applications come out.

And yes, it is true that the portal have been shut down since covid19 lockdown. No fresh application can go in or come out for now, no biometric capturing as well.

@deardevil, I implore u to be patient with your contact, as there is nothing he can do about the situation, until Frsc reopens the portal.

Because mine took just a month, right from the day I applied till I got my temporary & I did it in Abuja. Most importantly, thanks for being truthful!
