10k will be okay to buy domain name and hosting and you don't really need to build a website like that. What you need is a lead page where you can capture people's emai-l.

You just need to install wordpress and create your lead page using install-builder. and you will need to be writing content on your blog base on what you are promoting. the content is not actually necessary but it will also help your blog online and people can through google land on your website because of that content.

Wordpress is very easy to use before you watch two YouTube videos you will know all the necessary thing about wordpress.
Note: If you are buying Domain name make sure you buy .com because you are promoting to international market don't try to buy .com.ng because is cheap please.
