The Senate on Tuesday, approved a fine of N5 million as penalty against any company who failed to provide dignified means of transportation for its employees.

Any director who is accused of failing to provide dignified transportation for workers will also be fined with N200, 000.

The approved fines were sequel to the consideration of report on a Bill for an Act to provide for adequate transportation, protection and other facilities for employers in Nigeria to restore the dignity and other matters by the Senate on Tuesday.

The Senate Committee on Land Transport, chaired by Senator Olugbenga Ashafa, APC-Lagos East presented the report at the plenary on Tuesday.

According to the report, all employers must provide shelter at the various bus stops for their employees.

The Committee chairman said that the fine for corporate body, was raised from N1million to N5million to enhance safety measures for employees by their respective employees.

He said: “Offences under this bill shall be tried by the industrial court” while any case of victimisation of an employee(s) should be reported to the Minister of Transportation.”

Adopting the report clause by clause in the Committees of the Whole after presentation by Ashafa, the upper legislative chamber considered the inclusion of suitable and conducive vessels in the riverine areas for the purpose of conveying employees to and from work.

The Senate also considered other safety measures which made it mandatory for employers to acquire well equipped vehicles with seat belts and “at least a 46 inch high rail or enclosure on the sides and back of the vehicle”

Vehicles for conveying employees, it added “must have lambs, brakes, horn, mirrors, windshield, turn signals and other safety equipment.”

“Every truck-type bus must have seats with backrests and must be provided with a minimum of 18 inches seat space for each passenger. Where the sitting is face to face, the aisle between the seats facing each other shall be 24 inches wide at the narrowest point,” it added.

According to the Senate, all staff buses must be equipped with approved reflectors, fire extinguishers, carry a conspicuous mark on the outside of the number of passengers to be carried and shall not be allowed to carry more than the posted number.


The report said that all vehicles”must have exit door that can be opened outward from both the interior and exterior of the vehicle”, adding that those designed for carriage of goods and animals be clearly marked “for goods only.”

Hmmm! I can foresee many private organizations being fined, by the way if an organization cannot afford to provide means of transportation to its employees how will they be able to redeem the purported fine?

Mtcheeeeeewww!!! Make i here say they impose any fine for any company that fails to provide buses for members of staff.. Is it not our dear Nigeria again, na mouth them get, no action.

Rubbish!!!!! Instead of looking at ways to encourage entrepreneurs and enterprises to create more jobs; they are increasing the burden and cost of doing business in Nigeria. They should go ask USA why they lost most of their jobs to the Chinese. It was mainly due to cost of labour. Well, i trust my fellow business owners and investors, we must find a loophole to beat the system. With this law, i see more and more of contract staffing.

This 8th Senate by fair standard did good jobs. That's how it is done everywhere. Provide means of transportation or include it in salary package. This is usually targeted to assist low wage earners in the industry.

In a country where employers are already cutting staff and looking for excuses not to hire more people, are dignified buses our greatest concern? What a shame!

Keep complaining until you see fellow Nigerians transported like cattle in open trucks to their work site.
The annoying thing is that the guilty companies will collect billions of naira worth of contracts in which staff welfare is built into.
Ordinary Innoson bus ,they will not buy , na to dey use trailers or tippers to humiliate and degrade Nigerians.

Somebody should challenge this in the courts. Dumb, boneheaded law. No company should be obligated to provide transportation for anyone. If the company wants to do it on their own, fine.
This will ultimately work against new employees who doesn't have their own transportation. The companies will now be reluctant to hire you if you don't your own transportation.

u can imagine, doing business in Nigeria is frustrating adding this stupiiid policy too it will. even make most companies that are already struggling to pack up
