That road is a federal road but Okorocha maintained it occasionally though he wasn't able to reconstruct it however if Ihedioha is a wise Governor he should simply work in places Rochas couldn't like that Naze-Obinze road which cuts through FUTO and Federal Poly Nekede instead of wasting his time on fault finding. Chino that is encouraging you never crucified Peter Obi for not working on the Unizik Ifite Awka road nor has he criticized Obiano for construction of poor quality narrow Ifite Awka road.

That's not Owerri Capital but rather a satelite town which houses students and people who cannot afford the main city. Keke and Okada plies here but it doesn't ply in Owerri.
