According to the law, what is the meaning of educated to school cert level?

My understanding of that is that you have been educated to the level of taking your final exams which qualifies you to getting an authentic and verifiable document from the institution that you left.

Where does a "To whom it may concern" come in here? What is the "To whom it may concern" letter addressing?

Does the constitution say anything about getting a "To whom it may concern" document in place of an authentic sch cert?

If you are educated to sch cert level you should have a sch cert to prove it.

If you are educated to university level you should have a degree in form of a certificate to prove it.

What you are saying is gibberish because you are implying that once you have studied from pry 1 to pry 6 and did not take the final exams means you have been educated to pry sch level.

Same applies to university, you study from year one yo year 5 in and engineering course but did not take your final exams and without a thesis means you have studied to university level?

In sane cllmes if you do not have that certificate to prove you finished and graduated you not considered a graduate.

It is only in Naija that someone leaves in his final year and because he had reached final year is still considered equal with those that actually took their final exams and did their thesis because it is believed/assumed since he reached the final year he has been educated to sch cert or uni degree level.

From primary 1 to 6 without writing the final exam?a lot of people didn't even get to primary 6. Look that you probably have certs to prove that you have acquired a level of education doesn't mean you earned it. It also doesn't mean that someone who doesn't have certs is not educated. Look that you probably have certs to prove that you have acquired a level of education doesn't mean you earned it. It also doesn't mean that someone who doesn't have certs is not educated. There is a law and the law needs to be followed or else even those all manner of people will claim what they don't have according to the law.

For an Individual who has gone from yr 1 to yr 5 for an engineering course, when he wants to apply for a job he needs to first present something that shows he attended sch and is qualified, which is an authentic certificate, If he can't produce that even if he attended uni yr 1 to yr 5 he is not qualified ACCORDING TO THE LAW. simple!
