They might not think of themselves as criminals, but the law of their land certainly consider them as such. But i Paul's case, his activities against Christians was endorsed by the judicial system of his time. This makes Paul to not be a criminal unlike your pastor or the terrorist you mentioned.

I would have ignored those people expressing surprise that a "chief priest of a cultist" group is now a Pastor, if they were not so-called Christians.
