Because the illiterates amongst us have the higher number of votes to choose among themselves who will rule the few literate.
That said the northern politician are ok that their people don't go to school and so they can be used to get the votes while their own children school abroad only to come back and be head of all ministries and parrastatals.

The earlier years would have very low numbers like 25000 or less.

The highest so far is 350000 in 2018.

NYSC is one of the ways government have emasculated the performance of our youths. They say national unity. How many countries having different ethnicities uses such dirty scam to exploit the people? We spend heavily to get higher education, before graduation the government sentences you to one year compulsory jail term ( a period of loosing touch with modernization and civilization) .and when you're done doing all this, your country doesn't have job for you? That's heartbreaking. By the way, I blame the lazy youths. Most of the people running the government didn't even go through higher institution let alone serving. In other countries all the policies of the government is enmeshed in equity and relative fairness capturing both the interest of minorities and majorities which forms the integral function of the Constitution. HOW FAIR IS OUR CONSTITUTION IN DEALING WITH MINORITIES huh

? AND YOU SAY THE YEARLY BEST SEEDS OF THE COUNTRY SHOULD GO AND FIND WHAT YOU HAVE HIDDEN UNDER PILLOW. Mteeew.......lobish!!

I have 3 of my friends who never partake in the scheme. They work as skilled workers in countries such as USA,canada, UK.

Can someone do simple mathematics.....let's say about 100 higher institution of learning enrolling average of 1000 per year for 46 years....That's 4.6 Million.

Note: In 1970's-1990's ...higher institutions not up to 100....So, all things been equal. I think the number is within range
