The Independent National Electoral Commission (INEC) yesterday said it electronically transmitted results of this year’s presidential election, but that it was a pilot scheme not yet backed by law.

INEC’s National Commissioner in charge of Kogi, Kwara and Nasarawa states, Malam Mohammed Haruna, who represented chairman of INEC, Prof. Mahmood Yakubu, disclosed this yesterday in Abuja at the public presentation of the YIAGA Africa Watching The Vote (WTV) General Elections Observation Report of the 2019 elections.

Malam Mohammed Haruna said: “The key word is pilot. We were piloting and you have to take that into consideration. In fact, it is not a done deal. We were testing to see whether eventually we would use electronic transmission. The clarification from YIAGA about the law that if the president had signed it, it would give us the legal backing to transmit electronically.

“The fact is that the bill that eventually went to Mr. President never even contained that, this is the fact. So, as I said, the important thing is that it was not a law and we are piloting it at state level, for even this presidential, it was just a pilot.

“Let us be very cautious about this electronic silver bullet, each package comes with its own problem. Adopt it today, it is going to have its own problems, hacking and so forth.

“We have to be very careful that once we adopt IT, all our problems would be solved,” Haruna, who said he also represented the INEC National Commissioner and Chairman, Information and Voter Education Committee (IVEC), Festus Okoye, added.

Speaking earlier while responding to a question, YIAGA Africa Programs Manager and WTV Project Director, Ms. Cynthia Mbamalu, said the organisation designed its checklist using INEC’s guidelines.

“And one of the things we observed was that in Osun and Ekiti states INEC piloted the e-collation (electronics collation) and transmission of results using the smart card reader (SMC). And we have seen it recorded huge success in Ekiti and Osun. And informed by that knowledge, we had introduced a question on that to also track if that will be implemented in the elections,” she said.

Presenting the report, the chairman, Watching The Vote (WTV) Working Group of YIAGA AFRICA, Dr. Hussaini Abdu, said though INEC introduced reforms to deepen electoral integrity and citizens’ participation, the elections were characterized by many of the same shortcomings that marred previous national elections in Nigeria.

PREMIUM TIMES reported last August how the National Assembly Joint Committee on INEC approved N143.5 billion for INEC for the 2019 general election as requested by the president.

A breakdown of the budget for servers in the N143.5 billion is as follows:

1. N1.37 billion budgeted for nationwide replacement of servers for 25 states and National Data Centre.

2. N99.7 million budgeted for an upgrade of the server version of OpenVR for compatibility with new Dell server.

3. N157.5 million budgeted for the renewal and maintenance of cloud infrastructure.

grin INEC first of all lied that it does not have a server. Then lied again that it never did electronic transmissn/ computation of result.And still lied that it has a server but only used it for a pilot electronic process that is allegedly not backed by Nigerian law but provision was made for it in its 2019 electoral budget legally passed into law by the NASS and approved by Mr.President.

Meaning the FG and INEC should be prosecuted by the EFCC, ICPC & other antigraft agencies tongue but as we all know, the APC as a govt is a band of professional liars, scammers, fraudsters and democratic tyrannts.

It's always difficult for liars to retrace their footsteps because they don't keep track of how much lies they have told.Lies have a beginning and end but the fact is that you can never be trusted.

Technical points that we need to consider and relate them to the request above are below:

1. Inec's budget for 2019 general election reflected electronic transmission of result using card readers. And this budget was sent to the Senate and president for approval and which was finally approved.

2.The features of card readers used in 2019 general election can transmit results electronically & this cannot be done without a server.


3. The law does not recognise transmission of results electronically. Why was it approved in Inec's budget?

4. Does the law recognise the use of SCRs? The SCRs used in 2015 general election and the ones used in 2019 general election are they the same or were there technological upgrading for those of 2019 used SCRs?
Can a SCR work without server through Human Machine Interface (HMI)?

5. Is there any correlation between granting a request to inspect INEC's server together with the SCRs used for 2019 presidential election & legality/illegality of transmitting election results electronically?

Too many morons in Nigeria.

When you carry out a pilot, it is often an abridged, shortened version.

In other words, only a few locations would have been considered.

It is only used to determine efficiency and potential problems taking into consideration a small sample size.
