Well my thought on this... Perhaps, there is a payment quota for each week and the number of candidates for selected dates per payment week exceeds the weekly quota, thereby resulting to a random extrication of the excess candidates with an intention to pay them last i.e. when the number must have accumulated to or close to the size of the weekly payment quota.
