If your school starts by Spring- January/Feb, why do you want to go now? Check the requirements for number of days you can enter the US before resumption to avoid unnecessary issues at the POE. You don't need any transit visa with Turkish Airlines if you are connecting. You are to remain at the airport.

Getting admitted with that score is possible but full funding depends on the application pool In general, if your competitors have better scores than yours, they get the funding, so why put yourself at a disadvantage when you can get better scores?
Look at Austin peay University, they are generous with funding

Check with each of the schools' requirements to confirm you meet them. I will also suggest you backup your CGPA with a good GRE score.

I suggest you do WES so as to convert your GPA to a 4.0 scale.Also do GRE and TOEFL and target 315+ and 100+ as minimums.Then check for schools that requires WES and are doing the course you want to apply to and then apply.

I took the gre in 2015 and the score was not impressive. My school didn't request any test and I'm going for PhD.

The VO is not concerned about your GRE score even if they ask for your score, it doesn't mean as far as you took the exams.

They just want to know if you took the GRE or not.
And yes , Saying " I took the GRE "takes out many nagative impression in the mind of the VO.
