Which constituency is the SGF that it should be given budgetary allocation for projects.

N16B was allotted for the office of the SGF while ministry of education was allowed N7B, this goes on to show the priorities of this government.

There is nothing wrong with the news. Lawmakers always nominate projects through ministry or agency where they can easily get the money back. SGF is a big office with several agencies under it. When you breakdown the details, you will realize most of the constituency projects funds will be implemented by agencies under the supervision of the SGF and not directly by the OSGF. One popular agency they always use is the Border communities development agencies. If you check the details beyond the lumping together by Sahara reporters, you will understand better.

I’m really surprised people are asking me this question. Are you guys not aware that there are several agencies under the supervision of the SGF?

They are many so I can’t list them all. The ones I can remember are: FRSC, Hajj commission, BCDA, National lottery regulatory commission, National pensions commission, National boundary commission, National identity management commission etc.

5 National Hajj Commission of Nigeria
6 National Lottery Trust Fund
7 National Agency for the Control of Aids
8 Nigeria National Merit Award
9 National Lottery Regulatory Commission
10 Bureau of Public Enterprises
11 Nigeria Atomic Energy Commission
12 National Agency for the Control of Aids
13 New Partnership for African Development
14 National Commission for Refugees
15 ServiCom
16 Federal Character Commission
17 Mobilization, Allocation & Fiscal Commission
18 Nigerian Extractive Industries Transparency Initiative (NEITI)
19 Infrastructure Concession Regulatory Commission (ICRC)
20 National Salaries, Incomes and Wages Commission

Now, what law makers do is to put their projects under any of these agencies.
This was put in place so that government will not give the law makers the allocated money directly.
It is at the discretion of the individual lawmaker to choose which agency will executive his or her project.
The project will now be allowed to pass through the due process of public procurement and the contract awarded by the agency involved.
Now, what they do is to bargain with the agency they are using for some part of the contract money by manipulating the procurement procedure and making sure they have a cut from the money. This the so in collaboration with the contractor and the agencies.
