2.If it's for covert/overt operations, the NIA,NAI,NCS, or significant others are supposed to know. Try and take(smuggled) any military hardwares close to US boder or any of it's base and see fire,once it's without their knowledge.
3.The military(drone air skit) base in Niger is mainly for counter terrorism, how many terrorist HV they neutralized since it's inception?
Considering that Niger is central to fight due to it's links with Libya, Niger, Mali,Chad, and significant others.

well you have a good point but considering the history of our security agencies and saboteur or should I say snitches it was suppose to be a stealth mission or probably they were informed but due to the incompetency of our security agencies the Intel wasn’t passed on time it’s not like am trying to side the Americans but our history proceeds us lol

Any shield ops(covert) or even overt, in any sovereign nation must have the cooperation of the agencies mentioned in my second point, for it to succeeds.
Any miscommunication will jeopardize the mission.
