They will scan and still analyse the results of the scan. Some staff don't know how to interpret scans

They will still carry out extra checks if they have enough staff with sniffer dogs and CO2 detectors

I agree with you that you cannot have a country the size of China population without having some struggling for survival. But this particular incidence looks systemic to me, like an attack carried out by someone. How can you have all the 39 migrants as Chinese (a country that is thousands of kilometers away) and all perished in the same truck? At least there should one or two migrants from other countries among them.
