what do you think happens when the funding for a project is not available and there are budget overuns?

were you not in this country in 2013/2014 when the naira was devalued? do you know what that did to the costs of building materials?

everybody had to immediately recalibrate their projects and plans. projects had to be recalculated at plus 40%. that immediately destroyed any break even projections, and several projects were outrightly mothballed

an example - in my company we were buying philips led lights for projects at 125,000. the cost doubled. needless to say, we have never bought philips LED lights again. we cannot defend the cost

all you are doing is yammering. forex fluctuations are just one of the issues that have bedeviled this project.

do you know the difference between greenfield and brownfield, and how this impacts on project timelines?

Please do not compare Nigeria with Ethiopia's SGR. There's a big difference. Areas where the pillars for the rails are being built are disputed. There are complex relocation logistics where they encounter areas with pipeline.

The highlighted below is a big lie that omits the June 2013 completion date announced by Fashola in January of 2013 i.e. five months earlier.

It was reported in the news over the weekend that the Lagos State Government has set 2022 as the take-off year of the much-awaited Lagos Metro Rail. As good as this news may be, it is, however, embarrassing that a state like Lagos State can not complete a 27km railway line that will run from Okokomaiko-Iddo-Marina Line.

Let's quickly do a timeline review of this railway history, according to Wikipedia, these are the timelines.

- 2008: A metro is proposed for Lagos, allegedly with a completion date of 2011.
- 2009: Construction commences on the Blue Line.
- 2010: Lagos Rail Mass Transit to proceed.
- 2016: Phase I (the Blue Line from Marina to Mile 2) planned to open in December 2016.
- 2018: After an Alstom review of the project, Phase I (the Blue Line from Marina to Mile 2) is now set to open in December 2022.

The first section of the network, Phase I of the Blue Line, was originally planned to be completed in 2011. After many delays caused by funding shortfalls, the opening date was revised to 2022.

The Lagos State Governor Babatunde Fashola on Tuesday said the first phase of the state Blue Light Rail project would be completed by June this year(2013).

He expressed confidence that Lagosians would start enjoying the services of the rail project immediately.


The first phase would run from Marina and terminated at Okokomaiko area in Ojo Local Government.

These are all good foundations. I think It's a great idea, but Nigeria is not a wealthy country to complete the project within a short time frame. I think the subsequent governors should always carry on the foundation built by their predecessors .
The port Harcourt monorail is also a great initiative and vision (I do not think it was built for show .I believe the governor built it as a foundational vision of what could be ,so why not carry on from there ? Tinapa is a great idea as well , why not carry on from there? why start a new project when there's no money to compete . That's why there's unfinished projects in Nigeria.

The same Nigeria where the federal government completed two railway projects in five years? The Abuja-Kaduna railways and the Abuja light rail?
Is Ethiopia more wealthy than Nigeria? The Addis Ababa light rail was done in four years.
Why do we shortchange ourselves so cheaply for our leaders looters

The project hit numerous challenges.


I have discussed some of these in other threads previously.

The project is a world Bank funded project. It is funded in tranches. Every tranche has to be guaranteed by the fg. The fg at that time. Gej administration delayed in guaranteeing the second tranche.

As stated, the project is in forex. Any project financed in forex or imported materials will be impacted by Rises in the cost of forex. The rise of forex 2014 2015 2016 impacted the project delivery. There were a lot of back and forth with ccecc

Repeated strikes. In the Badagry trade fair axis, there was constant friction between the workers and ccecc. They were always going on strike

Brownfield. Projects in built up areas are always difficult



Lagos can afford to buy 800 buses but cannot complete a 10 year metro project.

Investigate AlphaBeta control of Lagos tax resources.
Investigate the procurement of 800 buses at the expense of the metro project
Investigate the Lagos state road contracts, Lagos must be the only state repair its roads every 6 months


The solution is prioritise Lagosian and Lagos infrastructures and not Tinubu corruption and self-interest.

1) Lagos state did not budget for the Lagos Badagry expressway project. It is funded by a world bank loan. it is not in LASG's budget. do you know anything?
2) you cannot divert your resources to a long term project at the expense of your present existence. you sound like the kind of dunce who will burn all the budget on building the house while riding okada to work

like i said before, when you actually have project management experience, come back. you see how the date for dangote's refinery keeps getting pushed back? that is the harsh reality of executing projects. Autho-Report, good one for reminding us on this debacle called Light Rail that has been on snail-like speed,not because there is no money to complete but because of bad-belle -Politics.
Have you heard any State Legislature ever visited the project to find lasting solutions to the delay in its completion?.They are part of the game-just look the other way as if nothing is happening,yet Lagosians are suffering,why are we like this in this country?
If this project is completed in time,is it not going to benefits everyone(ALL of Us-Children inclusive)?
Was there no budget provision by the State Legislature,if so what happened to it?
Was it not part of an Oversight function of State Legislatures or why have they been keeping quiet on this important project that ought to have been completed years ago like Abuja and Ethiopia n Light Rails?.
We suggest that Legislatures can appoint Special Committee to Specifically Work with the State Government to ensure completion of the Project swiftly to the benefits of all Lagosians.Same with the Badagry Express Road to Marina.
Let us do good today so that tomorrow will be better for us all.
