The is that Nigeria can not sustain border closure for long so its better we get quickly on the table every necessary agreement with neighbouring countries, get done with them and reopen the borders for business to thrive again.

You made some mistake here,
The reason the the Nigerian authorities is holding Benin responsible is because they are breaking ECOWAS rules pertaining importing from a third party using its seaport and allowing transportation of same to another member country.

Nigerian importers can import through Benin, Benin collects her normal tariffs and must provide escorts for those goods to the Nigerian border and they are handed over to the Nigerian customs where Nigeria collects her tariffs too but Benin wouldn't do that because they know it would discourage importers coming through their ports so they are not following up on ECOWAS rules.

Importation of rice using our seaport is not illegal, the Nigerian government increased the tariffs on rice to encourage farmers to increase production, importers seeing that importing through Nigerian ports was more expensive decided to use Benin ports where tariffs are lower and then smuggle into Nigeria.
If Benin had followed the ECOWAS rules and escorting the goods to the Nigerian border and handing over to their Nigerian customs, the closure wouldn't have happened.

Indeed, we suffer from very weak institutions due to the persistent personalisation of governance.

The strongman dogma has proven once again to be misfit for democracy with the m closure of the border being a tacit admission if the total failure of the Customs Service for which no one has been called to account, no known new policy thrusts to reposition it for purpose and no new programs of retraining, rekitting and reorientation of the men and women of that service.

But just like in 1984, a thoughtless fiat is making multi-millionaires of those men at the borders by the minute. The military have had their windfall from unending insecurity, now its the time of the para-military to partake in the 'commerce' of goverment by executive fiat.

Afterall the boys must be kept happy.

Many people dont know what they talk and write about. If border control is so easy, Donald Trump and his supporters will not be pushing for building the wall between Mexico and the USA. If every Nigerian is enrolled into Custom and lines up to cover the border, there will still be gaps. Ghana is saying whatever they are saying in the interest of Ghana and not that of Nigeria

Even one of the most competent countries with sophisticated and well trained personnel in Immigration, Customs and Excise, Police and Army is still building a wall on her border against Mexico including Isreal too! Can the ex Mumu president tell me they have domestic institutional problem also? Some problem require drastic solution and that's what's happening!

It is still about institutional capacity to control who or what comes in through the land border. America can not control the inflow of illegal migrants through her borders. Nigeria can not control smuggling of goods through her borders.

Trump told Mexico to control the inflow of illegal migrants from their end or else trade relationship would be affected and he will build a wall that Mexico will pay for. Buhari also told our neighbors to control smuggling from their end or else, the borders would remain shut.

Both countries are using the instrumentality of access to their market to force their neighbors to act in a particular way. So, what’s the difference?

And what happens after Nigeria produces enough to export to ECOWAS nations and they close the borders against our produce suddenly. What do you think the sudden event will cost the manufacturing companies in such event?
