The Federal High Court in Abuja on Monday ordered the transfer of Soku oil field from Bayelsa State to its rightful owner, Rivers State.

Delivering judgment in a suit instituted by Rivers State, Justice Inyang Ekwo, ordered the National Boundary Commission to rectify the error in its 11th edition of Administrative Map, which designated San Bartholomew River as the boundary between the two states, instead of River Santa Barbara.

The error was said to have surfaced in the 11th edition of Administrative Map produced by the NBC in 2002.

The NBC was said to have in its letter dated July 3, 2002 in response to Rivers State Government’s protest admitted its mistake and promised to rectify it in the 12th edition of the administrative map.

Failure of the NBC to rectify the mistake as promised made the Rivers State Government to file a suit against the Attorney-General of Bayelsa State and the Attorney-General of the Federation before the Supreme Court in 2009.

The Supreme Court in 2012 ruled in favour of Rivers State and ordered the rectification of the error.

By August 2019, when the mistake had yet to be corrected, Rivers State Government instituted a suit before the Federal High Court in Abuja solely against the NBC, seeking an order of mandamus compelling it to correct its error.

Granting the plaintiff’s prayers in his judgment delivered on Monday, Justice Ekwo ordered the commission to immediately produce the 12th edition of the Administrative Map restoring River Santa Barbara as the inter-state boundary between Rivers and Bayelsa States, as it was in 1996 when Bayelsa State was carved from Rivers State.

He added that the commission was duty-bound to obey the July 10, 2012 judgment of the Supreme Court which had affirmed River Santa Barbara as the boundary between the states, by immediately correcting its self-admitted error of designating River San Bartholomew as the boundary.

He also ordered that the judgment be served on the relevant statutory bodies, especially, the Revenue Mobilisation Allocation and Fiscal Commission and the office of the Accountant-General of the Federation for them to immediate recompute the amount of oil revenue accruable to it with the transfer of the Soku oil field to it.

The Rivers State chapter of the All Progressives Congress (APC) has asked Governor Nyesom Wike to publicly apologise to the people of the state and his immediate predecessor/benefactor, Rotimi Amaechi, over the ceding of Soku Oil Wells belonging to Rivers to neighbouring Bayelsa State.

According to the political party, the oil wells in Kalabari axis of Rivers were controversially ceded during the administration of former President Goodluck Jonathan, an indigene of Otuoke in Ogbia Local Government Area of Bayelsa State, to punish then governor of Rivers State, Rotimi Amaechi, who was also the the Director-General of Buhari/Osinbajo Campaign Organisation, for declining to support the re-election of his Niger Delta kinsman -Jonathan.

Rivers APC, through its Chairman, Chief Davies Ikanya, yesterday in Port Harcourt, in a statement by his Senior Special Assistant on Media and Public Affairs, Chief EzeChukwuemeka Eze, described as shocking, Wike’s acceptance that the disputed Soku oil wells, which it insisted he (Rivers governor) and Jonathan connived to cede to Bayelsa, belonged to Rivers.

Wike, who was Jonathan’s Minister of State for Education, on Tuesday at the Government House, Port Harcourt, while hosting members of the Forum of Surveyors-General of States, urged the Surveyor-General of the Federation, Ebisintei Awudu, to resolve the lingering boundary dispute between Rivers and Bayelsa states, stressing that he was in the best position to address the boundary conflict.

The Rivers governor said, “We believe that the oil wells belong to us (Rivers State people). We are brothers and there is no need for this conflict to linger. Imagine if it was between two states with no relationship, it would have been worse.”

Rivers state was created on May 27, 1967, while Bayelsa state was created out of the old Rivers state on October 1, 1996.

Rivers APC said, “September 19, 2017 will ever remain memorable in the politics of Rivers State. This was the day that one of the hidden truths was brought to the open. By his confession, Wike has vindicated our position that he collaborated with the then President Jonathan to fight Rt. Hon. Chibuike Rotimi Amaechi to a standstill and to dislodge APC that clearly won the 2015 general elections, from the Brick House, Port Harcourt.

“One of the ways in which they achieved the infamous feat was to cede Rivers State oil wells to Jonathan’s Bayelsa State, in a bid to economically emasculate Rivers State and starve Amaechi’s government of funds.”

The main opposition APC also stated that the Rivers governor’s latest stand on the controversial oil well issue was a reflection of a misguided leader, who likes to play politics with every issue, so far it would benefit him, not minding if such a stand was against the progress of Rivers state and its people.

It said, “It is on record that Wike used the oil well issue about three years ago to dehumanise and abuse his benefactor, Rt. Hon. Chibuike Rotimi Amaechi, and called him many uncouth names, for pleading and stating that it was wicked of Dr. Jonathan to cede Rivers State’s oil wells to neighbouring Abia and Bayelsa States, just to prove his hatred for the people of Rivers State, after giving him one of their daughters (Dame Patience Jonathan) for a wife and ensured that he was properly educated at the University of Port Harcourt (UNIPORT).

“In view of Amaechi’s stand, Wike, as the then Supervising Minister of Education, threatened the then Rivers governor (Amaechi) with everything within him, including brimstone and arrest immediately after Dr. Jonathan would be declared as president for a second term in 2015, but God proved him wrong.

“Wike, while exhibiting poor understanding of the plight of Rivers people, appreciated Dr. Jonathan for the heinous and evil act by giving him an award during the recent celebration of 50th anniversary of the creation of Rivers State.

“If Wike is serious about demanding the receding of the oil wells to Rivers State, let him start by withdrawing the unmerited award given to Dr. Jonathan, after which he should formally apologise to God, Amaechi and the people of Rivers State for criminally emasculating them economically by the evil act against Rivers State and humanity, for us to take him seriously.”

The main opposition party also reminded the Rivers governor that as minister of state for education, he sent members of his political group, the Grassroots Development Initiative (GDI), to harass and disperse the leaders and traditional rulers of kalabari Kingdom, under the aegis of Kalabari National Forum, during their protest march to submit their letter to the Director-General, National Boundary Commission, Abuja.

APC urged the surveyor-general of the federation to assist and restore the Soku oil wells to Rivers state, not minding the fact that Wike was one of the architects and brains behind the ceding of the Rivers oil wells to neighbouring states.

Now again, he has returned it to the state by means of Judicial bribery.

Let him keep wasting his time playing politics.

Soku oil wells: How Bayelsa govt distorted facts — Amaechi

Governor Rotimi Amaechi of Rivers State, yesterday, accused his Bayelsa State counterpart, Governor Se *Governor, Rotimi Amaechi riake Dickson of distorting facts on the ownership of the Soku oil wells, saying attempts to use Ijaw hegemony to browbeat him into submission would not work. Amaechi in a response to Dickson’s claims that Bayelsa’s ownership of the oil wells flowed from the map produced by the National Boundaries Commission in year 2000, reminded his colleague that that map was subsequently proved to be erroneous and upon which the then Vice-President, Atiku Abubakar, apologized to the then Rivers State governor, Dr. Peter Odili.

Governor Dickson had in a statement on Wednesday accused Governor Amaechi of distorting facts concerning the ownership of the Soku oil wells and using the issue to blackmail President Goodluck Jonathan who is from Bayelsa State. He had also claimed that the oil wells were ceded to Bayelsa State upon the report of the National Boundaries Commission in 2000.

Responding in a statement issued on his behalf by his Chief Press Secretary, Mr David Iyofor, Amaechi said: “After a very long slumber, the Bayelsa State Governor, Seriake Dickson, through his Chief Press Secretary, has issued a statement, claiming that the Soku oil wells, which historically have always been in Rivers State are in Bayelsa State. “This statement is coming many months after the Rivers State Governor, Chibuike Rotimi Amaechi, has been consistently reiterating that the Soku oil wells which belong to Rivers State have been appropriated to Bayelsa State by the President Goodluck Jonathan-led Federal Government.

It is also interesting to note that the statement from the Bayelsa Governor is coming after he has held several clandestine meetings with a few Kalabari indigenes and Chiefs in his bid to get them to publicly renounce the Kalabari ownership of the Soku oil wells.

At these meetings, all sorts of dummies were thrown up, including the ‘story’ that President Jonathan is Ijaw; Kalabari people are Ijaw; so Kalabari people should support their fellow Ijaw brother, who is the President to take away Kalabari oil wells and should not join Governor Amaechi, who is not Ijaw, in the fight to return Soku oil wells to Kalabari people of Rivers State. “The facts on the Rivers State ownership of the Soku oil wells are immutable, no matter how the Bayelsa State Governor tries to stretch, twist or spin them.

Even in his statement, he conveniently left out the fact that from colonial times up till the 10th edition of the Administrative map of Nigeria, the boundaries between the Kalabari communities in Rivers State and the neighbouring Nembe communities of Bayelsa State have been clearly delineated, with the boundary clearly marked as the Santa Barbara River. “The 11th edition of the Administrative map, prepared by the National Boundaries Commission and the Federal Surveyor General’s Office in 1999, but published in 2000, strangely shifted the boundaries between Rivers and Bayelsa states from the initial boundary between Kalabari and Nembe, west of the Santa Barbara River, to San Bartholomew River, contrary to the delineation by all preceding administrative maps of Nigeria and all historical records.

“Irked by this distortion of facts, the Rivers State Government, under Dr. Peter Odili, petitioned the chairman of the National Boundaries Commission, His Excellency, Vice President Atiku Abubakar. In a letter dated July 3, 2002, the Director General, National Boundaries Commission acknowledged the error and apologized, stating, “I have discussed this issue with the Surveyor General of the Federation and wish to state as follows: that the National Boundaries Commission has taken note of the State’s observation on the inadvertent misrepresentation of the Bayelsa/Rivers interstate boundary on the San Bartholomew River as shown on the map.” The Director – General also said: “I am to assure your Excellency that your observations have been noted and necessary corrections shall be reflected on the 12th edition of the map currently under production. I am to assure you that the boundary line as reflected in the said edition of the map shall in no way have bearings on the current efforts.

“The Bayelsa State Governor, in his press statement, accused the Rivers State Governor, Chibuike Rotimi Amaechi, of “blackmailing President Goodluck Jonathan and leading a smear campaign against President Jonathan; and of using Soku to incite the Kalabaris in Rivers State against their Nembe kinsmen in Bayelsa. “This assertion is dangerous, unfounded and in bad faith. Rather, it is the Bayelsa State Governor who has been blackmailing Kalabari people of Rivers State, cajoling them to relinquish the Soku oil wells to Bayelsa State, using the puerile argument that President Jonathan is Ijaw; Kalabari people are Ijaw; so Kalabari people should support their Ijaw brother, who is the President, to take away Kalabari oil wells and should not join Governor Amaechi, who is not Ijaw, in the fight to return Soku oil wells to Kalabari people of Rivers State.


“The Rivers State Governor, Chibuike Rotimi Amaechi, will continue to accord the highest respect to the person and office of His Excellency, the President of the Federal Republic of Nigeria, but will never submit to any attempt, as is being orchestrated now, to be intimidated in its responsibility of preserving the property and resources that rightly belong to the people of Rivers State. “ The Governor and people of Rivers State cherish the historic good neighbourliness they have enjoyed with the Governor and people of Bayelsa State. Governor Amaechi will work to preserve this cordial relationship in the context of mutual respect and observance of the rights of each state.”

The stupidity most of you display on this forum is really appealing. Why don't you shut up if you don't have any logical contribution to the thread? So, Wicked Wike bribed Judges to transfer an oil well from Rivers State to Bayelsa just to punish a seating governor and still bribed the judicial system to restore the well back to the state now that he's a governor. How logical is that?

Soku is in Rivers. I remember when abracadabra was done during GEJ to cede it to Bayelsa.

I was in oil field briefly during that era.
