NATO learned of a convoy moving at high speed, so NATO forces consisting of British, French, and US air assets fired missiles and rockets at the convoy without knowing Ghaddafi was even on it, as NATO does not target individuals for airstrike. French Rafael fighter jets immobilized the convoy, even though some rebel fighters on the ground were also shooting at the convoy. It was later that NATO found out that it was Ghaddafi's convoy.

Therefore it was fortuitous that Ghaddafi happened to be in one of the vehicles when the allies struck. Don't make it seem like the US singlehandedly went rogue and consciously struck at the convoy. It was a NATO operation.

This does not in any way validate your claims of the US being able to remove PMB because of internal policies and actions.
