One thing you should note is that alll the countries listed have more foreign tourist/visitors per annum than Nigeria.
Perception is based on exposure to the world. Ghana has become more exposed to the world and while the perception is that they are corrupt, it is still ranked one of the best places to live in.

Not really. "Perception" here is only used to signal that no country is being blemished. If you say something is perceived as.... you're only saying "this is what we believe based on what we see however we could be wrong oo". It's just a way to avoid issues with the countries involved.
