He claimed that the house has been on prepaid metre since the erection of the building. And said I should ask Nepa how the debt was accrued..
I agreed with him so I decided to make more findings concerning how debt got on the metre.

During this period, a nepa official came for inspection, he dropped his phone number as I was not at home. I called him and explained everything to him..

He gave me the summary of the transaction which showed that the house owed a debt while on post paid, which was transfered on the prepaid meter when it was installed.
The nepa official indirectly asked me to bribe him so he would leave the metre not disconnected which I didn't oblige to.

He came last week to disconnect the metre and I have called the landlord who refused to find a solution to the problem.

My landlord claims he hasn't lived in the compound for a day and wouldn't be responsible for it. I suggested that I clear the bill and deduct it from my next rent. He refused.

I have been in darkness for over a week now and running on generator without any solution in sight.

What's the best measure I can take towards resolving this issue?

Thy holiness thought it illegal to enjoy light and went ahead to report to PHCN, even when the PHCN staff overlooked you Over sabi and asked for money to correct the fault, you refused and now you are complaining.

As you be Eze-Ego, go and clear the debts na or better yet.... Go and build your house and leave the man's house for him.

This thing happened to my friend. He bought his own meter and abandon the landlord own.. bribe nepa to reconnect his own personal one. Till now no problem. U better abandon d landlord own

You should have checked the prepaid well before paying for the house rent since prepaid metre can be bye pass, it's unfortunate that the land lord didn't inspect the bills of the former tenant, the best thing is to pack out of the house or keep using generator.

You will do well by reading again and note that there's no time I went to the nepa office to make a complaint.
The nepa guy came to inspect, saw the fault, dropped his number ( he wouldn't have dropped his number if he didn't find a fault). I had to call him, explained my case and he asked that I bribe him.
I don't bribe, but most importantly it's a foolish thing to do since there are many officials who come for inspection..
Until I bribe the whole nepa staff who will likely keep calling themselves, pointing my flat to other colleagues for further reaping.

Secondly, don't u think it could backfire and the nepa staff that won't take bribe will come one day. Find the fault and hand me over to the police. Then, I will seek advice on nairaland and your likes will still call me a thief and suggest that I am locked up.

And at that point my landlord exonerated.

You can do well by thinking like a civil person now that I have guided you and suggest something better.

That is part of our societal problems ..The society is very sick that somebody can't live a decent life .God will see you through my brother ,but don't pay the landlord until he sorts the problem out with NEPA ..

Meet the lawyer in charge of the house, all the Tennant living is the house will share the debt and don't bribe because your case don cast..... That's how it's done in Lagos

Go to PHCN and negotiate. Pay a portion. Then take it out of your landlords rent. If he takes you to court the court will give you three months to leave and you do not have to pay for the three months. The three months of free living should cover the cost you paid to PHCN

Or

Pay PHCN to reconnect and when you are leaving report the matter to NERC. No electrocity will ever be provided until outstanding bill is cleared

There is two ways to go about this.

First is to oblige and pay off the nepa official
Second is to involve a lawyer.

For the first ,
I think you could save yourself the stress and just pay the nepa guys off.
But have it in mind that this money will not be remitted and will not be tantamount to nepa bill.
Imagine a case where a recebt nepa bill is needed for documentation, you will have no document to show off




Getting a lawyer ....
The judiciary system is slow .....
You may eventually end up running on fuel till your rent expires, and the case will keep on being adjourned.

The case may even be in court even after your rent has expired.

If you signed an agreement in the presence of a lawyer,
You may call the attention of a lawyer.

These house owners are criminals !


So in all, weigh your options and seeks the advice of a lawyer .

Did the landlord use it no. How would a landlord expect a house that has prepaid meter to owe bills? I have never heard of that. So no way the landlord would have known

OP. Don’t listen to the people insulting you for not bribing the PHCN official. You did the right thing. This same thing happened to me last year and my landlord was proving difficult. I just paid the bill and removed it from his rent. From what I gathered, he was aware of the bypass.
Just make sure you get a lawyer to write him and keep the receipts. You have no business paying a debt you didn’t acquire.

I've said the same thing in many other threads.

A lot of Nigerians love stuff for free, including electricity. They contest any amount on their bills and complain of being ripped off, and even when the bill is fair they usually settle a token amount (roughly the average residential customer pays between 2k and 3k), or none at all, and demand for meter. When they finally get their prepay meters, they proceed to tamper with, or bypass, these meters just to get something for nothing. And the same customers will say Nigeria is not working, leaders are corrupt etc. They bribe DisCo staff to wipe or adjust their debt, or bribe to have their bills lowered. As if stealing energy is neither theft nor corruption.

the discos have their own too there are times pple don't have light yet bills are sent... in situations like this tenant landlord and phcn must compromise certainly not all d accumulated bills can be paid a certain Percentage should be written off as bad debts...our area we had no light for a period of over 6 months yet bills were coming... do u Now expect pple 2 respond 2 accumulated bills wholeheartedly... provide meters quit estimated billing which is fraud... then anyone who defaults should pay...landlord monitor ur house 2 ensure dubious tenants don't do anyhow...
