I need nairalanders' advice concerning my present predicament.
I rented an apartment late last year and discovered my power wasn't disconnected despite having not made any recharge on the prepaid after 2 weeks.
I called my landlord brother who let the place out to me, to inform him about my findings, but he insisted that I was enjoying the recharge from the previous tenant.
I tried checking the balance through the small box used for recharging but it wasn't connecting and I believed it was a network issue
After about a month, my curiosity heightened and for the fact that I hate to be involved in anything illegal, I decided to make further inquiries concerning the metre.
My neighbor and chief tenant who has been in the house for about 4 years told me that there's debt on the metre which made the previous occupant connect directly while by passing the prepaid metre..
I called a friend who once worked with Nepa and he made findings saying the debt on the metre is 118,000 naira. I got the number of the landlord and decided to put a call to him last December.
He claimed that the house has been on prepaid metre since the erection of the building. And said I should ask Nepa how the debt was accrued..
I agreed with him so I decided to make more findings concerning how debt got on the metre.
During this period, a nepa official came for inspection, he dropped his phone number as I was not at home. I called him and explained everything to him..
He gave me the summary of the transaction which showed that the house owed a debt while on post paid, which was transfered on the prepaid meter when it was installed.
The nepa official indirectly asked me to bribe him so he would leave the metre not disconnected which I didn't oblige to.
He came last week to disconnect the metre and I have called the landlord who refused to find a solution to the problem.
My landlord claims he hasn't lived in the compound for a day and wouldn't be responsible for it. I suggested that I clear the bill and deduct it from my next rent. He refused.
I have been in darkness for over a week now and running on generator without any solution in sight.
What's the best measure I can take towards resolving this issue?

If he does not want to pay, leave the house .
I know it is very difficult relocating. But , that is the only thing some landlords understand.

Firstly, passing English language comprehension requires good IQ and patience...
You will do well by reading again and note that there's no time I went to the nepa office to make a complaint.
The nepa guy came to inspect, saw the fault, dropped his number ( he wouldn't have dropped his number if he didn't find a fault). I had to call him, explained my case and he asked that I bribe him.
I don't bribe, but most importantly it's a foolish thing to do since there are many officials who come for inspection..
Until I bribe the whole nepa staff who will likely keep calling themselves, pointing my flat to other colleagues for further reaping.
Secondly, don't u think it could backfire and the nepa staff that won't take bribe will come one day. Find the fault and hand me over to the police. Then, I will seek advice on nairaland and your likes will still call me a thief and suggest that I am locked up.
And at that point my landlord exonerated.
You can do well by thinking like a civil person now that I have guided you and suggest something better.

A house that is not a virgin house, someone had lived there and for some reasons bypassed the PPM and connected directly. Thy holiness thought it illegal to enjoy light and went ahead to report to PHCN, even when the PHCN staff overlooked you Over sabi and asked for money to correct the fault, you refused and now you are complaining.
As you be Eze-Ego, go and clear the debts na or better yet.... Go and build your house and leave the man's house for him.
You brought this on yourself dear sir so kindly bear the burden.

This rubbish happens in most apartments in Lagos, which is a very bad thing.
Surely, you cannot pay for what you never owed in the first place, it is not done!
If you are a law-abiding citizen like all of us @MANNABBQGRILLS, just try to go explain this issue to a lawyer.

I laugh in swahili for some people o. The nepa man asked u to pay a little token so he can make u feel alright until a permanent soln comes but u decided to be foolish. Bro! Go to NEPA office and speak to a senior officer. You can then pay a fraction of the incurred amount. In my compound we accrued a bill of almost 1.5million for just pumping machine .
Everyone in the compound uses prepaid and cos the NePA guys are always rotating staffs the new set that came wasn't doing due diligence, somehow our bill amounted to that outrageous sum.
To cut a long story short after going to their office we only paid 7% of the bill and started getting 5k monthly estimated billing.
Your landlord is being thoughtless and wicked but I'd suggest you don't make trouble with him bro.

The only option you have now is to clear the bill yourself or continue running generator!

There is two ways to go about this.
First is to oblige and pay off the nepa official
Second is to involve a lawyer.
For the first ,
I think you could save yourself the stress and just pay the nepa guys off.
But have it in mind that this money will not be remitted and will not be tantamount to nepa bill.
Imagine a case where a recebt nepa bill is needed for documentation, you will have no document to show off
Getting a lawyer ....
The judiciary system is slow .....
You may eventually end up running on fuel till your rent expires, and the case will keep on being adjourned.
The case may even be in court even after your rent has expired.
If you signed an agreement in the presence of a lawyer,
You may call the attention of a lawyer.
These house owners are criminals !
So in all, weigh your options and seeks the advice of a lawyer .

How did you think it would resolve when you started trying to rectify a debt of 100k?
Of course, a Nigerian landlord won't take responsibility. Everyone in this country wants to take advantage of another.
You asking him to deduct the bill from your rent makes me wonder if you just arrived in Nigeria
Well, if you can get your refund ( I doubt he will give you easily), you could leave the place.
