But in reality, the despicable state of Nigerian law enforcement holding cells are worst than that. Hapless Nigerian spend more time locked up in extremely congested police awaiting trial dungeons across the country than the maximum time they would have gotten for the so-called crimes committed.

It is a lawless country with no precedents, laws, policies, regulations, basic rights, privileges and structures that that shapes and transforms society.

What I am finding so interesting is the fact that the building in said tweet is acknowledged to belong to another agency. So the basic fact of something not looking quite all right with the way the security apparatus treats Nigerian citizens remains glaringly unanswered.
It is not the duty of EFCC to investigate detention facilities.

If the accusation does not meet the threshold of defamation according to you, then there is no reason
why anybody should care about the news.

If he had accused the Nigerian police of operating the center, most people won't
even bother to react as we expect worse behavior from them.
The aim of the guy was to paint EFCC in a bad light and he succeeded.

This is a classic case of defamation.

We do not know if this is a human error or deliberate malice.
A terrorist attack is a serious crime but it is not some super-secret affairs that only a few are privy to.

What should have been a backlash against the real operators of the center has now been turned into
a fake news offense.

Remember the recently killed Kaka?
If someone had wrongly accused the navy of killing him, the case
would have been reduced to accusations and counter-accusations and if the navy were able to show
they had nothing to do with it and were able to arrest the originator of the accusation, then people can't focus on the crime itself but the purveyor of the fake attribution.

In short, the SARS officer will still be employed, the closed SARS offices
would still be in operation and the IG wouldn't even bother to do an eye service.

This liar of a guy has done more harm than good since nobody will ever be held responsible
due to his impulsivity.

The bold is your opinion and nobody will take the opinion of a defendant's lawyer as the law itself.
Why do we even have the courts if anyone could just read the law books and summarily decide a case based on
their understanding?

Believing a statement to be true does not exempt you from libel.
No one will ever be convicted if such were the case.

The blogger's post was clearly malicious whether it is fair is a different question.
